NORTH KOOTENAI WATER DISTRICT
A RESOLUTION ESTABLISHING WATER USAGE FEES, STREET LIGHT FEES, PARK MAINTENANCE FEES, AND REGULATIONS FOR USERS OF THE NORTH KOOTENAI WATER DISTRICT (NKWD) WATER SYSTEM.
BE IT ORDAINED by the Board of Directors of the North Kootenai Water District:
This resolution shall be known and shall be cited as the Fee and User Regulation resolution and on its effective date rescinds District Resolution No. 2000-02.
RATES FOR WATER SERVICE:
“User” shall be defined as the individual, business, corporation, or other entity that is responsible for the payment of monthly water charges at a particular service location.
System Access Fee:
Duplex and multi-family residential users and commercial/industrial users having a single water meter serving more than one distinct enterprise, as determined by NKWD, shall pay a system access fee of $10.60 per unit, per month.
All other users shall pay a system access fee of $10.60 per water meter, per month.
All users of the NKWD water system shall be charged monthly for consumption at the following rates:
0 gallons to 5,000 gallons...................... $1.00 per thousand gallons or prorated portion thereof.
5,001 gallons to 30,000 gallons.............. $1.10 per thousand gallons or prorated portion thereof.
30,001 gallons and above....................... $1.20 per thousand gallons or prorated portion thereof.
Debt Service Surcharge:
A Debt Service Surcharge shall be billed monthly to all users of the NKWD water system as follows:
Duplex and multi-family residential users and commercial/industrial users having a single water meter serving more than one distinct enterprise, as determined by NKWD shall pay a Debt Service Surcharge per unit, per month.
All other users shall pay a Debt Service Surcharge per water meter, per month.
The Debt Service Surcharge shall be determined by vote of the Board of Directors at its first meeting in each fiscal year. The Debt Service Surcharge for the 2001/2002 fiscal year shall be $5.37 per month.
Street Light Surcharge:
Residential water users living on Valley Way and Meadow Way in the Valley Green subdivision shall pay a street light flat rate of $1.60 per dwelling unit, per month.
Park Maintenance Surcharge:
Residential water users living on Valley Way and Meadow Way in the Valley Green subdivision shall pay a park maintenance flat rate of $1.50 per dwelling unit, per month.
Fire Service Charge:
Privately owned fire suppression sprinkler systems and fire hydrants shall be billed a monthly minimum rate as established by the following schedule:
3” and smaller connection $10.00 per month
4” connection $20.00 per month
6” connection $40.00 per month
8” connection $60.00 per month
10” connection $80.00 per month
Fire services and fire hydrants connected to the water system are to be used exclusively for fire suppression and for the testing of fire suppression equipment. Any water used for other than the stated purpose or any NKWD ‘permitted’ purpose shall be billed at $100.00 per occurrence.
Regulations for Users:
Water service temporarily discontinued for any reason shall continue to be billed on a monthly basis at the water rates and fees herein described.
Commercial bulk water users of the NKWD water system shall have a bulk water permit, issued by NKWD, available for inspection at all times. Equipment used to haul bulk water shall have an approved backflow prevention device (double check valve) or system (air gap) to prevent accidental contamination of the public water supply.
New water service connections to the NKWD water system shall be metered.
Single family and duplex residential users of the NKWD water system may provide on-site landscape irrigation from the domestic water meter. Irrigation water for all other users shall be through a separate water meter protected by an approved backflow prevention device. All in-ground automatic or manual sprinkler systems shall be equipped with an approved backflow prevention device.
Single family and duplex residential users of the NKWD water system shall have one water meter per dwelling unit. All other users shall have one water meter or as otherwise determined by NKWD.
Payment of monthly water charges for all single family, duplex, and multiple family residences shall be the responsibility of the property owner, and, an application for water service signed by the property owner must be on file with NKWD .
New applicants for water service shall provide a security deposit with NKWD in the amount of twenty dollars ($20.00). If after twelve continuous months all bills have been paid in a timely manner, and no penalties have been incurred, the applicant may request that the deposit be applied against the account balance. In the event the applicant discontinues water service in less than one year, the deposit shall be applied against the final bill. In any case, no interest shall be paid on the deposit.
Payment of Bills:
NKWD water bills and other fees and charges are due and payable upon presentation and become delinquent if not paid within thirty (30) days thereafter.
If the bills, fees, and/or charges are not paid within sixty (60) days of presentation, water service to the delinquent property shall be discontinued.
Notification to the debtor shall be regular United States mail post marked not less than fifteen (15) days prior to the date of discontinuance.
At least twenty-four (24) hours prior to the water service being discontinued a door hanger shall be posted on the delinquent property. NKWD shall add to the delinquent balance a twenty dollar ($20.00) fee for this service.
If water service is discontinued for non-payment it shall remain off until the delinquent balance and a twenty dollar ($20.00) reconnection fee are paid.
Water service will only be restored between 8:00 a.m. and 4:00 p.m., Monday through Friday, excepting NKWD defined holidays.
Checks returned for non-sufficient funds shall result in the addition of a twenty dollar ($20.00) handling fee to the customer’s water account.
This Resolution becomes effective immediately after the November, 2001, billing date.
