Board Meeting Minutes

March 17, 2011 – 12:30 p.m.

 

A.      Call to Order/Roll Call:

 

       Meeting called to order at 12:32 p.m. by President Crimmins. 

 

       Present:                 Tom Crimmins, Director/President

Motion made to accept Consent Agenda.

 

Director Stoller – motion, Director Grimm – second. 

Motion approved unanimously.

G.     District Attorney – Brian Werst, K&L Gates:

 

Excused.

 

H.      District Engineer – Phil Boyd, P.E., Welch Comer:

 

1.      Project Status: 

 

Mike Galante reported to the Board that the electrical transformers need to be changed out at Echo Beach to correct an electrical problem.  Kootenai Electric will pay for the transformers. We will pay for labor and meter base at a cost of $3284.

 

Motion was made to approve the conversion of the transformers and expenditures in the amount $3284.

 

Director Hern – motion, Director Omerso – second.

Motion approved unanimously.

 

Phil Boyd reported on the potholing of the roadway in the Avondale Phase 2 project and the status of the Lancaster Waterline. 

 

Mr. Boyd let the Board know that we have the signed water rights permit.  Other project information had previously been sent to Board Members.  A copy of which is on file at the District office.

 

2.      Water Rate Analysis – Gozzer Ranch:

 

Phil Boyd presented the Board with additional information on Gozzer rates.

 

I.       District Manager – Mike Galante:

 

1.     Special District Fee Charges (Yellow Cards, Late Notices, Reconnect)

 

Mike Galante presented information to the Board concerning NKWD’s current delinquent fees.  The motion was made to charge $25 for yellow cards, $25 for shut-offs and $25 for reconnect if the reconnection happens prior to 1 p.m. and $100 if the reconnection happens after 1 p.m.

 

After some discussion, the motion was amended to $25 for yellow cards, $25 for shut-offs, and $25 for reconnect if the reconnection happens prior to 2 p.m. and $100 if the reconnection happens after 2 p.m.

 

Director Stoller – motion and amended motion, Director Omerso – second to amended motion.

Amended motion approved unanimously.

 

The motion was made to adopt Resolution 2011-03 to hold a public hearing on April 7, 2011 regarding changes in delinquent fees.

 

Director Stoller – motion, Director Hern – second.

Motion approved unanimously.

 

2.     Resolution to Hold Public Hearing – Gozzer Rates

 

The motion was made to adopt Resolution 2011-02 to hold a public hearing on April 7, 2011 regarding the adjustment of Gozzer rates.

 

Director Stoller – motion, Director Grimm – second.

Motion approved unanimously.

 

 

J.      Board Members: 

 

Director Stoller requested Mike Galante give the Board a monthly report showing how the District’s expenditures for K&L Gates and Welch Comer compare to last year’s expenditures.

Motion made to adjourn meeting at 2:04 p.m.
