Board Meeting Minutes


A.    Call to Order/Roll Call:


      Meeting called to order at 12:31 p.m. by President Davis.

G.        District Manager – Mike Galante:


1.         Leisure Park – Temporary Connection:


New 4-plexes must have fire sprinklers; 100 ER’s in new section.  Board of Directors for Leisure Park does not want to connect to NKWD.  Developer committed to constructing new reservoir this winter.


Turn of NKWD connection for three month period while new reservoir is being built and renew last connection agreement for that period.

Approved unanimously.


Manager to write City of Hayden, Northern Lakes Fire Protection District, and any other concerned party regarding details of Board decision.


F.         District Engineer – Phil Boyd, P.E.:


1.         Gozzer Rate Analysis:


Being completed.


2.         Arrow Point Annexation:


63% of petitions returned.  Set 11/02/06 as public hearing on annexation pending attorney review.

C.        Oral Communications:


1.         Public Hearing – Forest Ridge Annexation:


Public Hearing opened at 1:12 p.m.

No written comments, no oral comments.

Public Hearing closed at 1:13 p.m.


Approve annexation.

Approved unanimously.


F.         District Engineer – Phil Boyd, P.E.:


3.         SH-41 Transmission Line – Twin Lakes:


Evaluating best location for pipeline.




2.         Ohio Match Well:


Design completed and submitted to IDEQ for review and approval.


3.         Selkirk Meadows:


Water Rights (1+ cfs) transfer agreement to be completed.


G.        District Manager – Mike Galante:


2.         HHOA Project:


Lower Hayden Lake Road paving, cross drains, and driveway culverts completed.  Lakes Highway District getting ready to hydroseed and finishing its portions of work.  Five streets in water main contract need to be completed; Jacobs Ladder, Halfmile Lane, Clarkview Drive, Tobler Road, and Upper/Lower Road to Coopers Bay Condo connection.


District to send newsletter.

3.         Forest Ridge Subdivision – Off Site Improvements:


Connecting to Lancaster Road water main, setting check valve and vault, and additionally lowering existing main for future road construction at NKWD expense.


4.         Dodd Road:


Additional investigation deposit not yet received.  Approve Task Order 06-04 for engineering investigation pending receipt of additional funds.

5.         Hayden Orchards/Valley Green to Hayden Lake Irrigation District (HLID):


Send joint newsletter to constituents.  Need town meeting with residents.  NKWD to retain water rights.  Well lot in Hayden Orchards is not buildable.


6.         City of Hayden – Croffoot Park:


Stop billing as of 10/12/06, but, City must pay past due.  Attorney to look into possible reimbursement for abandoned NKWD water system ($35,000±).


7.         Adjudication – Rathdrum Prairie:


Twin Falls judge to do adjudication.  NKWD cost $200/cfs.  Engineer to check NKWD records for license vs. rights.



8.         Wal-Mart:


Apply for building permit within 30 days.


6.         Conservation Plan:


Director Crimmins to revise plan per Sierra Club recommendations by 11/02/06.  Attorney to review for submission to DWR.


F.         District Engineer – Phil Boyd, P.E.:


4.                        (added) Hillside Reservoir:


   Project 98% complete.  Approve Pay Request #4 ($104,488.23).


   Director Crimmins – motion, Director Fairhurst – second.

   Approved unanimously.


H.        District Attorney:


1.         Lancaster Well #3:


No discussion.


2.         Water Rights – Sierra Club Protest:


No discussion.
