Board Meeting Minutes

 

A.    Call to Order/Roll Call:

 

      Meeting called to order at 12:31 p.m. by President Davis.

Home owners present to express concern over the Selkirk Meadows project.  District Engineer answered their questions.

 

2.         Gozzer Ranch:

 

District Attorney presented an easement for our approval.  Easement is for a Gozzer sewer line crossing the Fire District’s property.

Approved unanimously by those present.

 

B.        Consent Agenda:

Consent Agenda approved by Board.

Approved unanimously by those present.

 

C.        Oral Communications:

 

1.         Public Hearing – Honeysuckle Glade Subdivision:

 

Public Hearing opened at 1:42 p.m.

Public Hearing closed at 1:44 p.m.

 

No public comments.  Board approved Resolution for annexation of Honeysuckle Glade.

 

Director Moore – motion, Director Crimmins – second.

Approved unanimously by those present.

 

2.         Public Hearing – Selkirk Meadows Subdivision:

 

Public Hearing opened at 1:42 p.m.

Public Hearing closed at 1:44 p.m.

 

No public comments.  Board approved Resolution for annexation of Selkirk Meadows.

 

Director Moore – motion, Director Crimmins – second.

Approved unanimously by those present.

 

District Engineer noted the District has approved 23 annexations and the staff will need to confirm all steps are completed.

 

D.        Written Communications:

Letter received from customer, Diana Button, discussed by Board.  District President Davis to respond to customer.

 

E.         Treasury Report / 3-Year Capital Improvements:

 

Hold to next meeting.

 

F.         District Engineer – Phil Boyd, P.E.:

 

1.         Hillside Reservoir:

 

Leak test on new tank scheduled from 09/22 – 09/26/06.  District Engineer met with Landscapers.

 

Pay Request to TML Construction, $140,231.00 submitted for payment (includes change order).

 

Approved Pay Request to TML Construction.

Approved unanimously by those present.

 

2.         Gozzer Rate Analysis:

 

Gozzer needs to pay monthly.  Need to expedite for October billing.

 

3.         Arrow Point Annexation:

 

Letter and petition sent to Arrow Point residents on 09/08/06 by President.  Welch Comer has received approximately three from residents.

 

4.         Flow Chart – Developers:

 

No discussion.

 

5.         SH-41 Transmission Line – Twin Lakes:

 

Approved Task Order #06-03.

 

Director Crimmins – motion, Director Moore – second.

Approved unanimously by those present.

 

G.        District Manager – Mike Galante:

 

1.         HHOA Project:

 

Jacobs Ladder 100 year old cedar trees are in the waterline alignment because existing sewer line location is forcing waterline closer to cedar trees.

 

Options Are:

 

a.         leave existing water line as is

b.         cut cedar trees down and install new waterline

c.         $10,000 to incase water line to allow it to be closer to sewer line.

 

Board directed to leave waterline as is or use pipe splitter on old line pulling 6” for replacement of 4” line.

 

2.         Gozzer Ranch:

3.         Forest Ridge Subdivision (Rimrock):

 

No discussion.

 

4.         Dodd Road:

 

No discussion.

 

H.        District Attorney – Bob Covington:
